Colonel Scott M. Fleming is the Branch Head, Nuclear, CBRN Defence, and Arms Control Policy on the International Military Staff at NATO Headquarters, Brussels, Belgium, since July 2022. Previously, Colonel Fleming served as the Chief, Air/Nuclear Operations, Headquarters Allied Joint Force Command Naples, Italy (NATO); Commander, 369th Recruiting Squadron, 372d Recruiting Group, Air Force Recruiting Service, Encino, California; and Deputy Commander, 341st Mission Support Group, 341st Missile Wing, Malmstrom AFB, Montana.

Colonel Fleming is a command nuclear and missile operations officer, having logged 6,864 Nuclear Combat Hours in the Minuteman III Intercontinental Ballistic Missile (ICBM) Rapid Execution and Combat Targeting (REACT)-B and REACT-A weapon systems for United States Strategic Command.

He received his commission in 2000 through Officer Training School and has served in numerous operations, instructor, and staff positions at wing, center, major command and joint/NATO levels. While serving at his initial missile crew assignment, Colonel Fleming was twice selected to his wing’s GUARDIAN CHALLENGE competition team, where his training helped lead his team to win the Best Operations Award and Blanchard Trophy for Best ICBM Space Wing in Air Force Space Command in 2006.

Colonel Fleming was then selected for assignment at the 576th Flight Test Squadron’s TOP HAND program, where he conducted ICBM operational testing.
