Ms Chia-Lin, Lai- Technical Specialist, Radiological Emergency Response Team, Nuclear Safety Commission, Taiwan
Chia Lin Lai is a recognized leader in radiological emergency preparedness and response in Taiwan, with extensive experience in national strategy development, operational planning, and multi-agency coordination to strengthen public safety against radiological and nuclear threats.
As Technical Specialist at the Nuclear Safety Commission (NSC), she oversees the Radiological Emergency Response Team, directing efforts to enhance national preparedness through the development of regulations, operational procedures, and responder training programs. Her leadership has been instrumental in revising Taiwan’s Radiological Emergency Response Plan, organizing national-level nuclear safety exercises, and improving inter-agency coordination mechanisms.
Chia Lin has also designed and implemented advanced training curricula for first responders, including the publication of Taiwan’s First Responders’ Handbook for Radiological Emergencies, and has led initiatives to expand international cooperation in nuclear safety preparedness.
She holds an M.Sc. in Biomedical Imaging and Radiological Sciences from National Yang Ming Chiao Tung University (Taiwan) and is an active member of the OECD/NEA INEX-6 Preparatory Task Group, contributing to the design of global radiological emergency exercise frameworks.
In 2024, she presented at the Pacific Basin Nuclear Conference (PBNC) on Taiwan’s public protective action mechanisms for nuclear emergencies.
