Ben Novak joined SIGA as Director of Business Development in 2019. Before joining SIGA, Ben was the Director of Resource Planning and Strategic Management for the FDA Office of Food and Veterinary Medicine (FVM). In this role he oversaw all performance and executive recruitment activities for the FVM program, and also led the development of the FVM Program’s Strategic Plan for 2016-2025. Additionally, he was responsible for the development and oversight of the FDA’s $1.3 billion annual foods budget. Before joining the FVM program, Ben was the Budget Director for the FDA Center for Tobacco Products, where he developed the Center’s first strategic plan. He started his career as a Presidential Management Fellow in the HHS Office of Budget, where his portfolio covered the entire department’s bioterrorism and emergency preparedness activities. While at HHS, he worked on the responses to the 2009 H1N1 Influenza outbreak, the Deepwater Horizon oil spill, numerous other public health emergencies, and was a key reviewer of The Public Health Emergency Medical Countermeasures Enterprise Review of 2010. Ben has an MS in Public Policy and Management from Carnegie Mellon University, a BSE in Biomedical Engineering and a BA in Political Science from the University of Pittsburgh.
