Legal Advisor, JCBRN Defence COE

Mr. Zdeněk Hýbl is JCBRN Defence COE legal advisor. He provides timely legad advice on all matters affecting the Organization and its staff, including but not limited to the privileges and immunities. He is also responsible for development, negotiation and staffing of contracts and agreements and supports developing of projects led by the Centre.
During his career, Mr. Hýbl served as a legal advisor at NATO JWC, Stavanger, Norway, where he provided advice on the status of the Headquarters, assisted in development, negotiation and staffing of agreements, advised on aspects of operational law, and served as s subject matter expert for exercises directed by JWC.
Prior to his work in Stavanger, Mr. Hýbl worked as a legal advisor at Viena based Secretariat of the OSCE, where he reviewed, advised on, interpret and drafted legal instruments, managed complex legal cases and provided related guidance, advice and written reports to the management.
Mr. Hýbl began his legal career at the Ministry of the Interior of the Czech Republic, firstly as a legal advisor then deputy head of litigation section.
Mr. Hýbl graduated from Law Faculty of the Charles University in Prague.
