The NCT USA 2024 event will be held from Tuesday, September 3th to Thursday, September 5th, 2024.

In accordance with DoD guidance, to access the CDTF event location all participants are required to provide a form certifying COVID-19 vaccination (paper version) or a proof of negative test, no older than 72h. The vaccination form can be downloaded here. Please make sure to bring a printed and signed version for the registration purpose. Access to the event will only be granted to individuals who will hand-in the signed vaccination form or show proof of a valid negative test result.

Photography and video recording is strictly prohibited during the entire event.

Individuals who will be seen taking photos or videos will be subject to confiscation of the device and/or may be personally escorted off the premises without possibility to re-access the event. In addition, offenders can be prosecuted.

The NCT team photographer will be on site all days to take pictures that will be checked by APG security. A selection of these pictures will be shared on social media.

According to the CDTF facility regulations, the following rules related to the use of electronic devices during the event will be applied:

  • Foreign Nationals – Exhibitors: Personal electronic devices (iPhones, Android devices, smart watches etc.) will not be permitted on site and should be left at the hotel. Other electronic devices, such as laptops and monitors will be permitted at each exhibitor booth in the Exhibition Hall. Cameras on laptops must be covered and cannot be used.  
  • Foreign Nationals – Delegates: Both personal and other electronic devices such as laptops will not be permitted on site and should be left at the hotel. 
  • US Nationals: Personal electronic devices (iPhones, Android devices, smart watches etc.), as well as other electronic devices, will be permitted to use on site. Cameras on all electronic devices must be covered and cannot be used. 

ALL FOREIGN NATIONALS are required to take the shuttle bus leaving from the Springhill Suites by Marriott Edgewood. Foreign nationals will not be allowed access to the military base with own vehicles.

REQUIREMENTS FOR FOREIGN NON-GOVERNMENT PERSONNEL, CONTRACTORS OR ACADEMIA

International Non-Government Personnel, Contractors and Academia will complete this –> One Time Visit request Form, items 1-16.  The completed form and a copy of the photo and personal information page of the visitor’s passport must be provided to the DEVCOM CBC International Programs Office (Teresa Rudd, [email protected]), no later than 22nd August 2023.  If the visitor is a US permanent resident they should also send a copy of their green card.  Once received and reviewed, the visit request will be processed through our Foreign Disclosure/Security Office.  An e-mail will be sent to the visitor upon approval of the request.

 

REQUIREMENTS FOR FOREIGN GOVERNMENT VISITORS

Foreign Government Visitors must follow the given instructions below for the needed visitor access. Prior to any foreign government visitor (government civilian or military) going to a DoD facility, their embassy in Washington DC must submit a Request for Visit Authorization (RVA)/Foreign Visit Request (FVR) (some people use one term, some another, but they are the same thing), through the Foreign Visit System (FVS).   

The request must be submitted NLT 30 days in advance of the visit.

REQUIREMENTS FOR US NATIONALS WHO DO NOT HOLD A CAC CARD

US citizens who do not hold a Common Access Card (CAC) are required to obtain a visitors pass to access Aberdeen Proving Ground. The pass can be obtained at this link no later than August 25th.

All the fields in the form need to be filled in, please do not leave any fields blank for the completed registration.  Once submitted, you will receive an e-mail with a gate pass attached. It will be active on the date of arrival as submitted in the request or an e-mail with further instructions how to check in to the Visitors Center at the gate will be sent. Please note that using Gmail address is not recommended for this system.

On the day of the event attendees will present the pass either on a phone or a printed version to the Security Personnel at the gate together with an ID.

REQUIREMENTS FOR CAC CARD HOLDERS 

CAC card holders will be able to access APG with their pass, however, Pre-registration to the NCT USA Event is still required.

In the morning of Septmber 5th, NCT USA registered participants will have the unique opportunity to visit some of the laboratories of the USA’s principal research and development resource for non-medical chem-bio (CB) defense. The tour will take place during two time slots: at 09:00-10:30 and at 10:30-12:00. Participation in the 1st or 2nd time-slot will be assigned based on availability.

Participation in the NCT USA DEVCOM CBC Facility Tours is reserved for NCT USA registered participants. Individuals who are not registered as attendees of the NCT USA event (through your NCT PoC or the NCT USA website will not be allowed to join the Tours and access the facilities. Please make sure you are registered to the NCT USA event before completing the Facility Tours Registration.

Please note that the number of allowed participants is limited. Registration will automatically close once the maximum number of allowed participants is reached.

Closer to the event, NCT USA 2023 participants who successfully registered to the Tours will receive an email with additional details about the schedule and other practical information.

All foreign nationals participating in NCT USA are required to take the NCT shuttle bus to access the military base. The shuttle bus will operate between the SpringHill Suites by Marriott Edgewood (1420 Handlir Dr, Bel Air, MD 21015) and the event location. The shuttle schedule will be communicated closer to the event.
American citizens can access the military base with own vehicles.

Anyone interested in expanding their knowledge and network in the fields of CBRNe, C-IED, and EOD and demining is more than welcome to attend. We usually host many government institutions, civilian and military first responders, industry representatives, NGOs etc.

Your delegate pass includes access to the exhibition, including the live capability demonstration, when applicable, along with the 2 days conference and evening reception. During the event, lunch and two coffee breaks per day will be provided at no additional cost. NCT PRO Trainings are only accessible to training teams and representatives of sponsoring companies.

Uniform or business during conference days. Uniforms are accepted and endorsed. Please note that if you participate in trainings, you better wear a tactical uniform rather than a ceremony uniform.

COVID-19 poses challenges to everyone, including participants and organizers of the NCT events. As a CBRNe specialized organization, the safety and personal protection of our participants is our highest priority. To prevent the spread of COVID-19 the NCT Team will strictly follow the current CDC guidance and DoD policies.

 

Additionally, the following measures will be implemented at the event:

  • Free KN95 masks (imported by IB Consultancy on behalf of the Dutch government and tested and approved for medical use) available for each participant;
  • Spacious set up of the event space to allow for social distancing and wherever needed, walking directions;
  • Disinfection stations available throughout the event space;
  • Regular announcements related to social distancing rules and the obligatory use of protective masks.

You can always buy a delegate pass onsite, but you will only be able to pay using cash. You can also book the event last minute through the website and pay using a credit card.
